If the cross pick is out of range, you can create a pathway for the double leg by threatening the guillotine. Most jiu-jiteiros are mindful of their necks from the front headlock, so if you start to move toward a guillotine choke, my opponent is likely to react by trying to peel my arms off and escape. When he does that, I can shoot in for the double leg.
It’s important to remember the downward pressure in this position. Your opponent has to either resist or go with the pressure to the floor. When they resist, you can begin to let your opponent think that the release of the pressure is their escape when it is actually a trap.
